Sex offender charged with failure to notify

A convicted sex offender is headed back to jail after failing to notify authorities about a move.

Ray Charles Downs, 56, was arrested Wednesday and charged with failure to notify a move. His bond is set at $2,500.
Downs, a convicted sex offender, is required to register in accordance with statutes of the Sexual Offenders Registration Notification Act. SVU investigator Eric Fields found that Downs had not been living at his registered his address in Morgan County at 315 Hance Road.
