Man charged with failing to register

A 23-year-old man is facing charges of failing to register as a sex offender.

Morgan County Sheriff Ana Franklin said JV Kelley, 23, was arrested Thursday and charged with a felony of adult sex offender failure To register quarterly.

He been placed in the Morgan County Jail on a $2,500 bond.

Kelley, a registered convicted sex offender, is required to register on a quarterly basis in accordance with statutes of the Sexual Offenders Registration Act (SORNA).

Sgt. Pete Taylor found evidence that Kelley had failed to register in February 2013, as scheduled with the Morgan County Sheriff’s Special Victims Unit.

Kelley told Taylor that the reason for not registering was that he has forgotten which month to come in.

Kelley was also discovered to be an Alabama State probationer. His probations officer, Jodi King, was notified of the offenders’ arrest.
