Sex offender charged with failing to register

A convicted sex offender is back in custody after being accused of failing to register a move.

Morgan County Sheriff Ana Franklin said that the Morgan County Special Victims Unit arrested Kelly Dianna Allen, 35, on Jan. 9 by investigator Eric Fields. She was charged with failure to register a move and was placed in the Morgan County Jail.

Allen, a convicted sex offender, is required to register a move in accordance with statutes of the “Sexual Offenders Registration Notification Act” (Sorna). Fields found Allen had failed to register a move on Jan. 3 to another address.

Investigators determined that Allen had not been staying at her registered address and was staying at motels to avoid arrest. Allen registered her address at 22 Culver Road on Dec. 19, 2012.

The Morgan County Drug Task for also reported that the suspect had outstanding warrant for possession of methamphetamine.
