Bond warrants totaling $39 million were approved by Hartselle City Council members at a regular meeting Sept. 14.

Of that amount, $25 million will be used to finance the construction of a new Crestline Elementary School, and $14 million will cover plans to build a new William Bradford Huie Library, remodel current fire station and construct a new station to replace an existing station, make upgrades to Sparkman Park – to include new lighting – and construct an event center.

Hartselle City Schools will be responsible for the payment on the $25 million portion of the bond for school construction.

The bonds are for 30 years, payable annually at an interest rate of 2.4 percent.

A 2018 bond was also refunded, for a net gain of $360,000. This gain will go toward the principal of the bond.

Unfinished business involved the approval of an annexation and zoning request on a tract of property on Highway 36 West, the rezoning of a parcel on Nanceford Road.

Other agenda items were addressed as follows:

• The monthly rate for solid waste collection was increased from $15 to $15.50, and the chipper fund was terminated.
• A council resolution was passed to carry over the Rebuild Alabama Gas Plan from fiscal year 2021 to 2022.
• The vacation of the current Uncle Herschel Way for the MAPCO project was approved. A new Uncle Hershel Way, south of the current road, will be constructed by the city.
• The mayor was authorized to sign the 2022 contract for dispatch services with the Morgan County Emergency Management Commission.
• The mayor was authorized to sign memorandums of understanding with Hartselle City Schools concerning the SPO and SRO programs.
• The mayor was authorized to sign an agreement with CDG Engineers & Associates for the new Uncle Hershel Way access road.
• The mayor was authorized to sign an agreement with RJ Young Company for a copier-printer for the Department of Development.
• The council approved an amendment to a special event permit for Hartselle Area Chamber of Commerce for the Depot Days Festival.
• The mayor was authorized to sign approval of a sign settlement and release agreement.
