Hartselle City Council approved a bid of $381,707.50 from TCA Electrical Contractor Inc. for runway improvements at Hartselle-Morgan County Regional Airport at a regular council meeting July14. 

The project consists of runway reconstruction, taxiway lighting reconstruction, airport lighting vault building construction, primary wind cone reconstruction and painting segmented circle. 

In a separate but related action, the council approved a resolution seeking an appropriation of funds from the Morgan County Commission to assist in the airport’s operation. 

The council also conducted a public hearing and gave final consideration to rezoning a two-lot area on Old Highway 31 SW from AG-1 to R-1, to make it possible to divide the property off a larger AG acreage parcel. 

The request conforms to the current comprehensive plan and was recommended 7-0 by the Planning Commission. 

In other council business: 

• Rita S. Lee, city clerk controller, was appointed to perform all the duties otherwise required to be performed by the mayor per code of Alabama 1975 with respect to the municipal election to be held in the City of Hartselle Aug. 25 and any run–off election that might be required. 
• The council approved a budget transfer of $1,468 from Workers Comp to the Building and Grounds Maintenance line items for the police department. Three water leaks have occurred at the HPD in the past 18 months, and a pressure regulator has been recommended as a potential solution to avoid additional water leaks. 
• The Council declared as surplus property safety deposit boxes, teller stations, floor safes, etc., at the new municipal building. Items are to be sold on govdeals.com or other options for resale. The order also includes storage units on newly acquired property on Hickory Street to be sold, destroyed or salvaged; the former dog pound building at the city landfill, to be demolished; and the building behind Tillman Plumbing acquired in recent property purchase, located off Sparkman and Hickory streets. 

• The council approved job descriptions for Public Works employees. 
• Mayor Randy Garrison was authorized to negotiate a bid of $60,000 from Main Street Energy for harmonic suppressors, since only one bid was received, and it was submitted with no bid bond. 
• A resolution was passed requesting financial support from the Morgan County Commission for the William Bradford Huie Public Library of Hartselle.
