Commission reinstates employee Ricky Brewer

By a vote of 3-1, the Morgan County Commission reinstated Ricky Brewer as an employee of Morgan County, with back pay and benefits. The move came on the heels of a recommendation from the Morgan County Personnel Review Board at its regular meeting on Tuesday.
Brewer appeared before the review board on April 4 to appeal his termination as an employee of the Information Technology Department. His earlier firing stemmed from a January trip he made to New Orleans to attend a Winter Sheriff’s Conference with Sheriff Greg Bartlett and members of his staff. His supervisor, David Hannah, had authorized him to travel to Mississippi, not New Orleans, to consult with a computer vendor.
In a written report, the board stated: “Mr. Brewer was not at fault in any way in the matters involving the trip to New Orleans and his failure to make adjustments to his time card. Because the work done in New Orleans was essentially the same work that had been authorized to be done in Mississippi, the board is of the opinion that under no circumstances could Mr. Brewer be considered as having stolen county time and property. Moreover, Mr. Brewer was under the supervision of the sheriff while on the trip and performing duties related to his work for Morgan County.”
