The regular bi-monthly meeting of the Priceville Town Council was held on Thursday, October 12, 2006 at the Priceville Municipal Building.
Mayor Melvin Duran called the meeting to order at 7:20 p.m..
Kelly Dean, Town Clerk gave the roll call with all members present.
Councilman Sam Heflin gave the invocation. Councilman Tommy Perry made the motion to approve the works session minutes of Thursday, Sept. 2006 as printed. Councilman Wayne Dunkin seconded the motion. The motion carried with a unanimous roll call vote of the following: Councilman Tim Crow-yes, Councilman Wayne Dunkin-yes, Councilman Sam Heflin-yes, Councilman John Oakley-yes, Councilman Tommy Perry-yes, and Mayor Melvin Duran-yes.
Councilman Wayne Dunkin made the motion to approve the previous minutes of Thursday, Sept. 28 as printed. Councilman Tommy Perry seconded the motion. The motion carried with a unanimous roll call vote of the following: Councilman Tim Crow-yes, Councilman Wayne Dunkin-yes, Councilman Sam Heflin-yes, Councilman John Oakley-yes, Councilman Tommy Perry-yes, and Mayor Melvin Duran-yes.Councilman Sam Heflin made the motion to amend the agenda to include: FY 2007 Budget, Finance, and Police. Councilman Wayne Dunkin seconded the motion. Councilman Wayne Dunkin made the motion to adopt Resolution 2007-01: A resolution declaring the Case 675F Cruz Air Excavator surplus and to sell it on Gov Deals with a minimal bid of $15,000. Councilman Tommy Perry made the motion to approve the FY 2007 agreement between the Wheeler Basin Library and Priceville Public Library Board/Town of Priceville. Councilman Sam Heflin made the motion to suspend the rules to hear Ordinance 2007-01: An Ordinance to amend ordinance 1995-01 and to levy a privilege or license tax against persons, firms or corporations engaged in the business of furnishing rooms, lodgings, or accommodations to transients in the Town of Priceville, Alabama or within its police jurisdiction; providing for the collection of the said tax; and providing penalties for the violation of the ordinance. Councilman Tim Crow seconded the motion. Councilman Tommy Perry made the motion to approve $250.00 for a sponsorship in the Alabama Charity Championship Horse Show October 18-21, 2006 benefiting the Junior League of Morgan County, Children’s Hospital and the ASHAA Scholarship Fund. Councilman Tim Crow seconded the motion. Councilman Tommy Perry made the motion to approve $300 for a class sponsorship in the 39th Annual Alabama Jubilee Charity Horse Show Oct.26-28 benefiting Camp Smile-A-Mile. Councilman Tommy Perry made the motion to approve $7,000 for computer/technology for the Priceville Public Library; we will be reimbursed in the LSTA Technology Grant of $7,000. Councilman Tim Crow made the motion to adopt the FY 2007 Budget of $1,794,550. Councilman Tommy Perry seconded the motion. Councilman Tim Crow made the motion to give all employees at 50 cent cost of living raise effective next payroll. Councilman Tommy Perry seconded the motion. Councilman Wayne Dunkin made the motion to approve registration, lodging, and other travel expenses for Chief Billy Peebles to attend the 2007 Chief Conference Feb. 21-23,
2007 in Montgomery, Alabama. Councilman Tommy Perry seconded the motion. Councilman Sam Heflin made the motion to approve for Chip Spicer and Micheal Bell to attend the 2006 Distribution and Transmission Pipeline Awareness Program Oct.17 beginning at 5:30 p.m.. at the Jaycee Community Building, Huntsville.
