Town of Falkville Town Council Meeting

Mayor Jimmie Walker called the Sept. 5 regular monthly council meeting to order.
Roll Call was taken with the following present: Anita Fowler, Bonnie Thompson, Matt Stiles, Jimmie Walker, David Edmondson, Robert Wilson
Others present were: Billy Evans, Chad Evans, Mary Braddock, Ronnie Thomas, Rene Stiles, Bennie Weaver, Eric Sawyer, Chris Free, Larry Madison, Belinda Ealey
Approval of the 08-01-06 council meeting minutes – Edmondson moved for approval of the 08-01-06 council meeting minutes. Second by Wilson. All voted yea. Motion carried.
Approval of the 08-29-06 work session meeting minutes - Stiles moved for approval of the 08-29-06 work session meeting minutes. Second by Thompson. All voted yea. Motion carried.
Public Hearing - A public hearing was called to order on a rezoning request of property owned by Glenn and Myrel Waddell to a R-1 (Residential) zone.
Public hearing closed. This will be considered at the next meeting.
Motion giving the town clerk permission to sign up for internet banking - Thompson moved to give the town clerk permission to sign up for internet banking. Second by Wilson. All voted yea. Motion carried.
Approval to pay claim for damages to Patsy Williams for a damaged windshield - Stiles moved to approve payment for damages to Patsy Williams for a damaged windshield in the amount of $216.25. Second by Wilson. All voted yea. Motion carried.
Ordinance Number 2006-02 – Adoption of new water and wastewater rates -
Fowler moved for adoption of Ordinance Number 2006-02, with new water and wastewater rates. Second by Stiles. Roll Call vote as follows: Fowler - Yes; Thompson - Yes, Stiles - Yes; Walker - Yes; Edmondson - Yes; Wilson - Yes.
All voted yes. Motion carried.
Mayor Jimmie Walker announced the comprehensive plan meeting for public input to be held on Sept. 19, 2006.
Introduction of Ordinance Number 2006-03 – setting hours at Jack McCaig Park from 5 a.m. to 10 p.m. -
Edmondson moved for introduction of Ordinance Number 2006-03 - setting the hours at Jack McCaig Park and approval for the city attorney to get the ordinance drafted. Second by Wilson. Voice vote as follows: Voting Yes ; Fowler, Thompson, Stiles, Walker, Edmondson, and Wilson. All voted yes. Ordinance will be considered at the next meeting.
The Mayor addressed the matter of the recommendation of the Planning Commission for approval of the application of Lucille Copeland for a certain right-of-way over private property within the Town Limits. It was noted that the Planning Commission has voted unanimous for approval of the application in the event the Circuit Court for Morgan County, Alabama grants the right to establish the right-of-way in the pending lawsuit regarding the matter. After discussion, Council Member Thompson moved to accept the Planning Commission’s recommendation and to approve the application for the right-of-way, subject to the establishment of same by the Circuit Court for Morgan County, Alabama in the pending lawsuit concerning the matter.
It was stated that this action was not to be interpreted as any recommendation one way or the other as to whether the right to establish the right-of-way should be granted by the Court, but only as an approval of the right-of-way in the event the Court chooses to establish it. The motion was seconded by Council Member Edmondson. All voted yes. Motion carried.
Department Reports -
Fowler reported the budget meeting was set for Sept.17 at 2 p.m.
Thompson reported the next Park and Recreation will be held on Sept. 13 at 8:15 p.m.
Stiles reported we have a new pump installed at the school pumping station.
Edmondson had no report.
Wilson - Chief Free had no report. Chief Sawyer with the Fire Department stated the haunted house will begin on Friday, Oct. 13.
Mary Braddock with the Volunteer Center of Morgan County, gave a presentation of the many services the organization provides for the community and asked the council to consider an appropriation of $1,000 or any amount they could budget.
Matt Stiles will be honored at a reception at the Morgan County Central Office on Sept. 25 at 4:30 p.m. for the Daily Point of Light Awards.
No further business to come before the Mayor and Council; Wilson moved for adjournment and second by Stiles.
